Executive Order 14202: How the Biden DOJ Targeted Christians
Pursuant to Executive Order 14202, a report titled “Eradicating Anti-Christian Bias with the Federal Government” was released on 30 April 2026. The 200-page report contains no less than fourteen key findings, with a further 300-pages of evidence for its conclusions.
If you’ve made it this far in the article, then congratulations, for my fear is that some people would not have read anything beyond the thumbnail and have already begun typing a scathing response on why the Presidency of Donald Trump is illegitimate. Ironically, the very people who recently gave King Charles a standing ovation are the very ones who most vocally support the ‘No King’s’ movement.
Before I go on, though, it’s important to reflect upon the precise historical understanding of the separation of Church and State. This is because rather than excluding religion from the public square—something our forefathers would never have intended, let alone imagined—the US and Australian Constitutions were designed to protect the State from intruding upon the Church.
Just consider the following quote by America’s founding president, George Washington, and especially how he understood the role of Church and State to be complementary rather than contradictory. By the way, as Stephen Chavura, John Gascoigne and Ian Tregenza argue in their book, Reason, Religion and Australian Polity: A Secular State? (Routledge, 2019), exactly the same case could be made for the Australian situation as well.
Let’s walk through what the report found.
Enforcement Actions: How the Biden DOJ Targeted Christians
Finding 1: The DOJ went after pro-life Christians while ignoring violence against them.
The Biden Department of Justice pursued aggressive prosecutions against non-violent, pro-life Christian demonstrators under the FACE Act. But when it came to violent attacks against pregnancy resource centres? Much less aggressive.
The DOJ essentially operated as an enforcement arm for abortion groups like Planned Parenthood and the National Abortion Federation. These groups alerted prosecutors to pro-life activities, gathered evidence at the DOJ’s request, and even prepared dossiers on Christian advocates – complete with photographs and personal information about their children.
Finding 2: The FBI investigated traditional Catholics as potential terrorists.
The FBI’s Richmond field office investigated, monitored, and tracked traditional Catholics who had engaged in no criminal misconduct. They relied on baseless allegations from the Southern Poverty Law Center and the fact that one law enforcement target identified as a “radical traditional Catholic.”
The office then began to treat traditional Catholics as potential violent extremists or domestic terrorists – based on their preferred popes, their devotion to the Traditional Latin Mass, and their views on abortion, immigration, and human sexuality.
Finding 3: The IRS investigated churches for what their pastors preached.
Churches and Christian non-profits reported that the Biden IRS failed to apply the Johnson Amendment in a neutral way. They appeared to investigate Christians whose religious values aligned with conservative politics, while ignoring open endorsements of liberal candidates at other churches.
In one case, the IRS denied a Christian organization’s tax-exempt status because, in their own words, its “Bible teachings are typically affiliated with the [Republican] party and candidates. This disqualifies you from exemption.”
Finding 4: Christian universities were fined enormous sums – while child sex abuse cover-ups got slaps on the wrist.
The Biden Department of Education fined Grand Canyon University $37.7 million over tuition cost reporting. Then-Education Secretary Miguel Cardona said the department was “cracking down” on the university “not only to shut them down, but also to send a message.” Federal courts later found no basis for the penalty.
Liberty University paid a $14 million fine under the Clery Act.
Now compare that to Penn State, where assistant football coach Jerry Sandusky was convicted of serial child molestation. They paid just 2.4million.MichiganState,wherephysicianLarryNassarsexuallyassaultedhundredsofathletes,paidjust4.5 million.
A Christian university was fined nearly sixteen times more than a university that covered up decades of child sex abuse.
Finding 5: A Christian nurse was forced to participate in an abortion – and got no justice.
The Biden HHS and DOJ scaled back enforcement of conscience rights. In one case, a Christian nurse was coerced into participating in an elective abortion against her religious beliefs. The Biden DOJ viewed this as an immediate priority – but then resolved it through “technical assistance” rather than enforcement. The nurse received no meaningful remedy.
Federal Policy: How the Biden Administration Shut Christians Out
Finding 6: The Biden Administration pushed to eliminate religious protections for Christians.
They were one of the loudest supporters of a congressional proposal that would have stripped religious protections for Christians and other faiths holding traditional social values. Congress ultimately rejected it, but the administration’s sustained advocacy revealed how willing they were to eradicate religious rights.
Finding 7: They tried to mandate gender ideology with minimal religious exceptions.
The Biden administration pushed its views on sexual orientation and gender ideology across multiple agencies – HHS, the EEOC, the Department of Education, HUD, the Department of Labor, and the USDA. When courts demanded religious accommodations, HHS pivoted to a burdensome case-by-case process that offered illusory protection.
The EEOC dismissed sincerely held religious beliefs about sexual orientation and gender identity as “discrimination in hiring cloaked as religious practice.”
Finding 8: They prevented Christian families from fostering children.
The Biden HHS issued guidance preventing foster children from being placed with Christian foster families or agencies that, because of their faith, could not affirm the administration’s views on sexual orientation and gender ideology. They also limited Christian families from seeking therapy from like-minded therapists on these issues.
Finding 9: They dismissed conscience rights on abortion.
The Biden HHS issued guidance to healthcare providers on their obligations to provide abortions under the Emergency Medical Treatment and Labor Act. The guidance asserted obligations regardless of state laws and did not even mention conscience protections available to individual providers.
Finding 10: They sidelined Christians while elevating other groups.
On Good Friday, President Biden issued a proclamation announcing “Transgender Day of Visibility” – to be celebrated on Easter Sunday. Numerous federal agencies excluded Christians from their outreach programs. The Civil Rights Division issued a brochure that excluded Christians from the list of possible victims of actionable discrimination.
Finding 11: They ignored persecution of Christians overseas.
The Biden State Department removed Nigeria from its list of “countries of particular concern” for religious freedom – even while acknowledging ongoing murder, kidnapping, and persecution of Nigerian Christians.
Finding 12: They denied Christians equal access to government programs.
The Biden administration undertook a multi-agency effort to limit faith-based organizations’ access to federal funds and public programs. FEMA and the Small Business Administration limited Christians’ access to economic relief, disaster assistance, security grants, and food programs.
Adverse Employment Actions: What Happened to Christian Federal Workers
Finding 13: Christians who asked for religious accommodations were punished.
The report compiled several case studies. Christians who requested religious exemptions saw their promotion opportunities rescinded. They lost security clearances. They were demoted or deemed ineligible for promotion. They were reprimanded, denied pay and benefits, prohibited from completing necessary training, and even physically banned from their offices.
Finding 14: The Biden administration suppressed religious speech and worship.
In 2023, a Catholic hospital in Oklahoma was told to extinguish the flame of its religious candle – the symbol of Christ’s presence – or risk losing its Medicare, Medicaid, and CHIP funding.
Anti-Christian Bias Was Widespread
The executive summary of the report found that anti-Christian bias wasn’t limited to a few rogue agencies. It was widespread. The Task Force repeatedly heard examples of religious discrimination through COVID church closures, efforts to force out Christian charities via zoning enforcement, limitations on parents’ rights, coercion of particular viewpoints in public education, and healthcare coverage rules with limited or no religious exceptions.
Unfortunately, government responses to COVID from around the world demonstrated the deep level of distrust and even animosity towards Christian churches, especially from Western governments.
What Happens Next?
The report doesn’t just document the problem – it also proposes solutions. The most basic is a return to the principles of America’s founding document.
“The Administration is changing course on its enforcement efforts, and returning to principles of equal justice under law for all Americans,” the report states. “The fundamentals of our constitutional design are durable and sound, and the American spirit is resilient. The federal government must once again stand as a bulwark against religious discrimination.”
The production of this report should be welcomed by all people of faith. While no political administration is perfect, it is good to see the religious rights and concerns of Christian citizens being taken seriously.
The Biden administration may well go down as the most anti-Christian in American history. And even more sadly, this all happened through the auto-pen of a Catholic president – a man whose own denomination views the progressive social policies he pursued as mortal sins. How Joe Biden has not been excommunicated or even officially censured is one of the great failings of the Catholic Church today.
All of which is to say: we should sincerely thank God that those irreligious policies are being identified and begun to be overturned. If only the same might now occur in Australia.
